The United States voiced optimism Tuesday about reaching an accord to end the war in Afghanistan as a partial truce held with the Taliban, warning rival leaders in the Kabul government not to scuttle the "enormous opportunity." The United States plans to sign an agreement with the Taliban on Saturday in Qatar if the week-long truce holds. Four days in, the number of Taliban attacks has fallen dramatically. "So far the reduction in violence is working -- imperfect, but it's working," Secretary of State Mike Pompeo told a news conference in Washington. "We're on the cusp of an enormous, enormous political opportunity," he said. The historic deal would see the US withdraw thousands of troops, winding down America's longest war which was launched after the September 11, 2001 attacks but has grown increasingly unpopular at home. The Army has written to the Defence Ministry demanding that the CAPFs, deployed to handle the law and order situation in the country, must refrain from wearing combat dress as this may be "misinterpreted" by people and could have an adverse impact on its image and prove detrimental to national interest. According to the Army sources, The letter was written on Monday after certain Central Armed Police Forces personnel, deployed along with the Delhi Police at protest sites in the national capital, were seen wearing Indian Army pattern combat dress. The sources said over a period of time, CAPFs and state police forces in India have started wearing combat uniforms which are just slightly different in appearance from the ones worn by Indian Army personnel. These minor variations cannot be distinguished by most civilians giving them the impression that the personnel wearing such dresses in cities and towns of India while engaged in internal security duties, escorting VIPs, on policing .....
                 

Centre proposes draft rules on battery waste management, seeks suggestions from public

The Centre on Tuesday proposed draft rules on battery waste management directing manufacturers and importers to ensure that used batteries are collected back against the new ones they sell and environment is not harmed during their transportation. In its draft notification, Battery Waste Management Rules 2020, the Ministry of Environment has given 60 days to public to make objection or suggestion to the rules after which the government will bring the notification into effect. There are four chapters in the notification which are divided into eight rules. The rules fix the responsibilities of manufacturer, importer, assembler and re-conditioner. "It shall be the responsibility of a manufacturer, importer, assembler and re- conditioner to ensure that the used batteries are collected back as per the schedule against new batteries sold excluding those sold to original equipment manufacturer and bulk consumer(s)," the ministry notification said. Uttar Pradesh Chief Minister Yogi Adityanath on Tuesday told the Legislative Council that efforts were on to set up new medical colleges in different districts of the state. Replying to a supplementary question during the question hour, Adityanath said from 1947 to 2016, the state had only 12 medical colleges. After 2016 till now, 29 new medical colleges have either been set up or are under the process of bring setup, he said. "This is a big achievement. It is the effort of the government that all 75 districts have one medical college each." Chief Minister Arvind Kejriwal on Tuesday requested Union Home Minister Amit Shah to increase police force in violence-affected areas in northeast Delhi and held a meeting with AAP MLAs and officials to discuss measures to restore peace.
