The all-powerful GST Council on Friday more than doubled the tax on caffeinated beverages but slashed the same on hotel tariffs and some goods with a view to addressing sectoral concerns in a slowing economy. The tax changes came on a day the government announced big bang reduction in corporate tax rates to boost private investments and pull the economy out of a six-year low growth and a 45-year high unemployment rate. The GST Council, headed by Union Finance Minister Nirmala Sitharaman and having representatives of all states, however, did not take a decision on cutting tax on automobiles as well as items like biscuits which had seen fall in sales on slowing consumption and demand. Briefing reporters after the 37th meeting of the GST Council, Sitharaman said caffeinated beverages will be charged with 28 per cent tax plus a 12 per cent compensation cess in place of the current tax rate of 18 per cent. With the Haryana-Punjab water dispute echoing at the Northern Zonal Council meeting chaired by him, Union Home Minister Amit Shah on Friday said all states should rise above politics to resolve the "critical issue" of water shortage. According to a Haryana government release, Home Minister Shah also put the larger onus of resolving the dispute on Punjab, describing it as Haryana's "elder brother". The government unexpected move to massively slash corporate taxes by over 10 percentage points will result in savings of over Rs 50,000 crore to India Inc, according to an analysis by economists at State Bank. The benefit coming in from the Rs 1.45 lakh crore tax giveaways will also help companies to cut prices by up to 5 percent to boost consumer demand, which has been sagging and is one of the prime reasons for the deepening slowdown. The economy has grown the slowest pace in six years at 5 percent for the June quarter, which has resulted in a rash of measures from the government, including the massive tax cut for corporates which varies from 10 t0 12 percentage points. Telangana govt proposes new food processing policy

The Telangana government plans to announce a food processing policy for promoting the sector, state Industries Minister K T Rama Rao said on Friday. The government is hopeful of attracting more industries after the proposed policy gets cabinet approval, he said in the Assembly. A 'food map' of the state has been prepared by incorporating details about the crops grown and their location for promotion of food processing, he said. Food processing is being encouraged in a three-phased manner (primary, secondary and tertiary), he said. Hotel industry on Friday welcomed the reduction in GST on hotel room tariffs that, it said, will provide a major fillip to the hospitality and tourism sector. Finance Minister Nirmala Sitharaman announced nil tax for hotels room tariffs of up to Rs 1,000 per night. Hotels charging Rs 1,001 to Rs 7,500 per night would be levied with 12 per cent tax as against the existing 18 per cent. Similarly, the tax on room tariff of above Rs 7,500 has been slashed to 18 per cent from the existing 28 per cent. Also, tax on outdoor catering has been reduced to 5 per cent from existing 18 per cent with input tax credit, Sitharaman said. Custodial death case: Puducherry prison superintendent sent to judicial custody

The superintendent of the Central Prison here surrendered before a court on Friday and was sent to judicial remand in a custodial death case. V Baskaran had moved the Madras High court for anticipatory bail but his petition was rejected on September 17. Baskaran was named an accused by the CB-CID police in the case related to death of 21-year old Jayamoorthy, arrested in a theft case after he was allegedly beaten up in both the police station and the prison on November 21 last year. A day later, the prisoner complained of breathlessness and was admitted to the government hospital here where he died. The investigation into the death was entrusted to the CB-CID after the relatives of Jayamoorthy alleged foul play. The CB-CID registered a case against Baskaran, the sub inspector and assistant sub inspector of Bahoor police station and a doctor attached to the central prison. Pollavaram project work reverse bid: AP govt says it cut cost

: The Andhra Pradesh government on Friday said it could cut down by over Rs 58 crore the cost of a package work related to Polavaram project through a reverse tendering process after it cancelled the works earlier alleging cost escalation. On Friday, the price bids for the package 65 works, related to construction of 919-meter-long irrigation tunnel among others, were opened and one company quoted the lowest price of Rs 231.46 crore in reverse tendering. The same company had bagged the package in March this year for Rs 292 crore, the Chief Ministers Office said in a release. In July, the Y S Jagan Mohan Reddy government cancelled the Polavaram project headworks and also the hydro power project works alleging escalation of cost and declared its intention to go for reverse tendering to save public money.
