Russia on Wednesday made it easier for people living in eastern Ukraine's separatist territories to obtain Russian passports, drawing swift condemnation from Kiev only three days after it elected a new president. President Vladimir Putin signed the decree aimed at residents of the unrecognised Donetsk and Lugansk republics that broke away from Kiev in 2014 and are governed by Moscow-backed rebels. People living in the separatist regions will now be entitled to receive a Russian passport within three months of applying for one. The conflict between the Ukrainian government and breakaway rebels began after Moscow annexed Kiev's Crimea peninsula in 2014. The war has claimed some 13,000 lives. A former US diplomat pleaded guilty Wednesday to lying to investigators about money she received from Chinese intelligence agents in exchange for US documents, the Justice Department said. Candace Marie Claiborne, 63, was a Department of State office management specialist based in Beijing and Shanghai who became involved beginning in 2007 with two men the Justice Department said she knew were agents of China's Ministry of State Security. They gave her "tens of thousands" of dollars in cash and gifts in exchange for documents and information on State Department activities, it said. Claiborne was arrested two years ago following an investigation but was not charged with espionage. She admitted conspiracy to defraud the United States, lying to investigators and, as a government official with a high security clearance, illegally hiding her contacts with foreign agents. Himachal Pradesh Chief Minister Jai Ram Thakur Wednesday accused Congress president Rahul Gandhi of "misusing" Supreme Court's observations on Rafale judgement for "political propaganda". Thakur was reacting to the apex court's rejection of Gandhi's plea to close the criminal contempt petition filed against him for his "chowkidar chor hai" remark on Prime Minister Narendra Modi while referring to the Rafale judgment, which the apex court said was "incorrectly attributed" to it. The Supreme Court Tuesday issued criminal contempt notice to Gandhi on the petition filed by BJP MP Meenakshi Lekhi, which will come up for the next hearing on April 30. The Delhi High Court Wednesday issued notices to the Centre and some e-pharmacies on a contempt petition alleging non-compliance of the court's order staying sale of drugs and prescription medicines by online pharmacies. A bench of Chief Justice Rajendra Menon and Justice A J Bhambhani sought responses of the Ministry of Health, Central Drugs Standard Control Organisation, Drugs Controller of Delhi and various private e-pharmacies on the contempt plea. The court put up the contempt plea for May 9, when the main petition seeking a ban on "illegal" sale of drugs and medicines online is also listed. Petitioner Zaheer Ahmed, represented through senior advocate Arvind Nigam and advocate Nakul Mohta, said in the contempt petition that despite the stay order by the high court on sale of medicines online, the government has willfully and deliberately not taken any action to stop it. The Madras High Court Wednesday set up a committee to recommend steps for reformation and re-integration of convicts and accused into the society and suggest best practices to improve the quality of investigation, as it found fault with the manner in which police handled criminal cases. Justice Anand Venkatesh said statistics published in the National Crime Records Bureau and data furnished by the Tamil Nadu Police reveal an outrageously sorry state of affairs in the criminal justice system and the working system of police. The Madras High Court Wednesday lifted its ban on Chinese social media app TikTok with the condition that the platform should not be used to host obscene videos. A bench of Justices N Kirubakaran and S S Sundar of the Madurai bench of the high court, which heard the matter as per the orders of the Supreme Court, warned that if any "controversial" video violating its conditions were found posted using the app, it would be considered a contempt of court. The high court had on April 3 directed the Centre to ban the mobile app TikTok, which is used to create short videos, as it voiced concern over "pornographic and inappropriate content" being made available through such apps. Hearing a plea by the Chinese company ByteDance, which owns the app, challenging the ban, the Supreme Court has refused to stay the HC order, but asked the firm to raise its grievances before the high court. Twenty one opposition leaders, led by Andhra Pradesh Chief Minister N Chandrababu Naidu, moved the Supreme Court Wednesday seeking review of its April 8 order which directed the EC to increase random matching of VVPAT slips with EVMs to five polling booths per assembly segment in the ongoing general elections. Naidu, who had earlier sought 50 per cent random matching of VVPAT slips with EVMs, has sought the review of the apex court's order saying that the "increase from 01 (one) to 05 (five) is not a 'reasonable number' and does not lead to the satisfaction desired by this court". The plea, which has been filed after the conclusion of third phase of polls, said: "The petitioners submit that the aforesaid increase to a mere 2 per cent is not sufficient and will not make any substantial difference to the situation that existed prior to the passing of the impugned order.
