The Kerala High Court on Friday quashed charges under the Unlawful Activities (Prevention) Act (UAPA) in three cases against Maoist leader Roopesh, but said other cases against him would continue. Justice Raja Vijayaraghavan ordered the quashing of charges citing undue delay on the part of the state government in granting sanction to prosecute him in the cases under the UAPA. However, the court made it clear that offences charged under the Indian Penal Code and the Arms Act would continue against him. In his petition, Roopesh had said the sanction was not granted within the time-limit prescribed under the Unlawful Activities (Prevention) Recommendation and Sanction of Prosecution Rules 2008. The Maoist leader has been in judicial custody since July 27, 2016. A woman has been arrested here for allegedly impersonating as a sub-inspector, police said. Prabhjot Kaur, a native of Bilaspur town of Uttar Pradesh's Rampur district, was staying at the Harsaon police lines posing herself as a newly-posted sub-inspector, an officer said. Kaur told other police personnel that she had been posted at the Vijay Nagar police station here from the Moradabad police training school, Deputy Superintendent of Police Atish Kumar said. During her three-day stay at the police barrack, other constables noticed her suspicious activities and informed the reserve inspector -- the incharge of police lines. Custodial death case: Puducherry prison superintendent sent to judicial custody

The superintendent of the Central Prison here surrendered before a court on Friday and was sent to judicial remand in a custodial death case. V Baskaran had moved the Madras High court for anticipatory bail but his petition was rejected on September 17. Baskaran was named an accused by the CB-CID police in the case related to death of 21-year old Jayamoorthy, arrested in a theft case after he was allegedly beaten up in both the police station and the prison on November 21 last year. A day later, the prisoner complained of breathlessness and was admitted to the government hospital here where he died. The investigation into the death was entrusted to the CB-CID after the relatives of Jayamoorthy alleged foul play. The CB-CID registered a case against Baskaran, the sub inspector and assistant sub inspector of Bahoor police station and a doctor attached to the central prison. Hotel industry on Friday welcomed the reduction in GST on hotel room tariffs that, it said, will provide a major fillip to the hospitality and tourism sector. Finance Minister Nirmala Sitharaman announced nil tax for hotels room tariffs of up to Rs 1,000 per night. Hotels charging Rs 1,001 to Rs 7,500 per night would be levied with 12 per cent tax as against the existing 18 per cent. Similarly, the tax on room tariff of above Rs 7,500 has been slashed to 18 per cent from the existing 28 per cent. Also, tax on outdoor catering has been reduced to 5 per cent from existing 18 per cent with input tax credit, Sitharaman said. GST Council doubles tax on caffeinated beverages, slashes on hotel tariffs

The all-powerful GST Council on Friday more than doubled the tax on caffeinated beverages but slashed the same on hotel tariffs and some goods with a view to addressing sectoral concerns in a slowing economy. The tax changes came on a day the government announced big bang reduction in corporate tax rates to boost private investments and pull the economy out of a six-year low growth and a 45-year high unemployment rate. The GST Council, headed by Union Finance Minister Nirmala Sitharaman and having representatives of all states, however, did not take a decision on cutting tax on automobiles as well as items like biscuits which had seen fall in sales on slowing consumption and demand. Briefing reporters after the 37th meeting of the GST Council, Sitharaman said caffeinated beverages will be charged with 28 per cent tax plus a 12 per cent compensation cess in place of the current tax rate of 18 per cent. A man, who along with his accomplices, used to rob passengers after offering them ride in his auto, has been arrested, police said on Friday. The accused, Akash, was wanted in 13 cases and carrying a reward of Rs 25,000, they said. NIA to probe Tarn Taran blast case: Pb govt

Punjab government on Friday said the Centre has accepted its recommendation of handing over the Tarn Taran blast case to the National Investigation Agency (NIA) in the wake of its "national and international ramifications" and suspected links of accused with the Pak-backed Sikhs for Justice (SFJ). A communique to this effect has been received by the Chief Secretary and DGP, Punjab, a spokesperson said here. Two persons were killed and one was seriously injured in a blast in Punjab's Tarn Taran district on September 4. The incident took place when three of them were digging a pit at an agricultural field to retrieve a dumped explosive consignment, which they mishandled, the spokesman said. Police had then not ruled out a terror angle in the incident. A case under relevant sections of the IPC and the Explosive Substances Act was registered in this regard. Chief Minister Arvind Kejriwal on Friday inspected his chamber at the Delhi Secretariat as part of an ongoing anti-dengue campaign and exhorted more people to join it, officials said.
